Publish or fight terror



Popular Mechanics published an interview with Mike Leiter, director of the National Counterterrorism Center, in which he described how counterterrorism has changed since the underwear bomber last Christmas. 

One of the points he made that I thought might interest you is that his analysts used to have to “publish or perish” like academic professors, and that directive led them to ignore certain events that did not make for interesting reports. The paper-pushers are now complemented by pursuit teams that act on tips, rather than writing reports.
