The new training management field manual, FM 7-0, Training for Full Spectrum Operations, released December 16th during the Training General Officer Steering Committee (TGOSC) at Fort Leavenworth, Kansas provides implementation guidance for the concepts addressed in our Army's capstone doctrine, FM 3-0 Operations. Posted on the Combined Arms Center web site, http://usacac.army.mil/cac2/, this manual kept many of the enduring ideas from FM 25-100/FM 7-0 Training the Force, yet contains some big differences and new ideas. I hope that you will be able to take the time to read the manual-it's a short, easy read-and let us know what you think.
Just as FM 3-0 lays out a concept for full spectrum operations, FM 7-0 stresses that we can never return to a time when we only trained on offensive and defensive tasks for major combat operations. The is a big change in mindset for the US Army--so important we dedicated the entire first chapter to what does changing the Army's mindset mean. The new title Training for Full Spectrum Operations says it all. Today our training must prepare leaders who are agile enough to be able to conduct offensive, defensive, and stability operations-simultaneously-anywhere along the spectrum of conflict-from general war to stable peace-in any operational theme: major combat operations, irregular warfare, limited intervention operations, peace operations, or peacetime military engagement. FM 7-0 provides the direction to commanders in the field to make it happen.
Some key differences/big ideas from previous Army Training Manuals:
* "Train as you'll fight"-now includes using both lethal and
* Core Mission Essential Task List (CMETL) helps standardize Army capabilities by type unit AND provide the basis for full spectrum capabilities.
* We can't train on all tasks; we must focus on the important tasks and take prudent risks on those we don't train.
* The commanders' dialog is essential to preparing for the training briefings.
* The Generating Force must play a greater role in supporting the Operational Army ; developing expeditionary leaders requires complementary efforts by the two forces.
* The band of excellence is gone; ARFORGEN increases readiness over time.
* Practice mission command in training, giving more flexibility to subordinate leaders to conduct training. Similarly, battle command must be practiced routinely and not in spurts.
* Training management must not be prescriptive with respect to training meetings, training briefings, and training cycles (red, green, amber, etc.).
* Training on stability operations tasks is as important as training on offensive and defensive operations tasks.
The CSA led the charge on changing the mindset, directing that the first chapter of FM 7-0 help drive that the fact that we must think differently about training and leader development. The next step is the replacement for FM 7-1 Battle Focused Training. That replacement will be a website called the Army Training Network (ATN) to go live on March 16, 2009. ATN will provide the army with the lessons, best practices, solutions to training challenges, and collaboration tools to ensure that we, as an Army keep relevant the ways to implement the concepts in FM 7-0. The American Soldier and the nation that supports him/her should be proud to know that our Army is introspective enough as an institution to meet the challenges of the 21st Century and not sit on our laurels; instead, we are looking to the future and working our way ahead.
