CIA Report says the CIA sucked(s)

Oh and the Clinton Administration as well. The release of the CIA's Inspector General report on the events leading up to 9/11 comes up with one very certain conclusion. The Clinton Administration did almost nothing to catch or deal with bin Laden and Al Qaeda. They did plenty of shifting funds out of those dirty and dangerous human intel operations but virtually nada to deal with bin Laden.

In 1998 DCI George Tenet declared "We are at war" and directed that "No resources or people spared in this effort, that was his last substantive effort in the war against Al Qaeda. He rode herd over what has been the status quo for our intel community for far too long, that of blissful ignorance. The report noted no concerted effort by the intelligence community as a whole to fight AQ, or really even spy on them. The Clinton Administration stated they would like to take out bin Laden and then made sure to never approve any request to do so, while never providing clear guidance about what measures were appropriate.

It is a tale of a bureaucracy with no one at the helm, just sailing along spending money trying not to cause any trouble. That seems to be the over-arching mode for the Clinton foreign policy and intel team. The suits were busy sipping mint tea by the pool and promising we would never actually do anything mean and the spooks were buying all kinds of satellites and technology that unfortunately was unable to read the minds of Sadaam, Kim Jong Il or much of anyone for that matter.

The report shows many flaws, both with the Clinton Administration and almost all of the intel community. But in my eyes the man hanging that completely unearned Presidential Medal of Freedom showed horrendous judgment in not firing Tenet Sept. 12, 2001 and worse judgment yet hanging that medal on him.
