Putting "On the Virtues" In Context

Major W. (I'm still not clear if he wants me to credit him or not, but if he does he can wave hello in the comments) sends the following article, which he says provides some context for the philosophical discussion below.  It's a very good read on counterinsurgency thinking.  He credits it as follows:

The attached was written by David Kilcullen, a highly respected Australian Army Lieutenant Colonel currently seconded to the US State Department, where he is the Chief Strategist in the Office of the Counter-Terrorism Coordinator.  David attended the recent counterinsurgency Field Manual workshop and is contributing substantially in the interagency effort to address stability operations.  His credentials are impressive:  operational tours conducting counter-insurgent and counter-terrorist operations in Southeast Asia, service in the Middle East, and a Ph.D. for which his dissertation was a study of Indonesian insurgent and terrorist groups and counterinsurgency methods.

Written following a recent trip to Iraq, his piece is aimed at company-level leaders and is framed along the lines of T. E. Lawrence's famous "27 Articles," published in 1920.
